In Governor Mess Mess's city, every member must be covered in Mess at all times and their homes must have a minimum of 3 surfaces covered in every room. The Messy Police patrol the city constantly enforcing Governor Mess Mess's rules. Citizens Darla and Larz are caught not in compliance with the Laws of Governor Mess Mess. Officer Daisy finds the home horrifically clean with the culprits themselves and evidence of their crimes all over the scene. Under the orders of Governor Mess Mess, any one caught doing crimes against him are to be arrested and given a mess sentence on sight by the overseeing officer. Officer Daisy arrests the criminals with zipties in the front, and forces them into the empty pool. She starts with marshmallow fluff socks, cake batter pants filling and head pours, brownie batter head pours, pudding head pours and massage, whipped cream pies, then transports them off the scene to messy jail.
